If Yosef haTzaddik forgave the shevtim for selling him, why did G-d bring the Ten Martrys to atone for their collective sin?

I heard because he never said the words i forgive you, and that is necessary when giving forgiveness. i assume there is more to it, perhaps that the damage was more than what his forgiveness would cover, due totheir high level and how all of their actions would affect the future of all klal yisroel.
