Is it true that Chazal had multiple requirements for a Rav so he could be quoted including being able to perform techiat hametim? Exactly, what was the process for someone to prove things like that.
Very confused.

I'm not sure I understand the question. It was not Chazal who granted someone the ability to be mechayeh meisim, so I don't know who anyone would have to "prove" himself to. It was the result of one's lofty madreigah that put him on a level where such a feat could be performed.
