Rambam says women can't learn oral Torah...so how did Devorah build herself up to the point people would ask her shailahs?

Look at that Rambam inside, It is clear that there is a prohibition for women to learn torah sh'baal peh. The halacha is also codified in the Shulchan Aruch. The rambam and gemorah are not saying that it is silly to do so (BTW tiflus does not mean silly) there saying it is a real issur.

It is permitted for women to learn the Halachos that are relevant to her, even if they cme form Torah SHebal Peh (such as she has to fast on Yom Kippur, fr example). In those days, even Tumah and Taarah were relevant to women. DInei Torah - disputes between parties on monetary issues - and thenlike are also relevant to women. That is what Devorah learned. And that is what she taught.
