What we mean by "not the Ratzon Hashem" is that it did not happen according to the original plan that Hashem would have wanted. Think of it as similar to what the Gemora says regarding Hashem's guarantee that Kibud Av V'Em and Shiluach HaKein guarantee long life. But if someone is thinking of Avodah at the time he performs these MItzvos, the guarantee is void. Or that Shiluchei Mitzvah Ainan Nizakin does not apply in a Makon Sakanah. The Ohr HaChaim is saying that human intent is like a super Makom Sakanah, and it would take more to be saved from it than from a Sakanah created by animals, hurricanes, and other non-Baalei Bechirah.
The default measure of protection inherent in Hashem's plan for the world does not include protection from Baalei Bechirah.To protect from them, you would need more Divine intervention than Hashem originally planned for.
So as far as the holocaust goes, in order for it to have happened, a myriad combination of events had to have occurred to enable Hitler to carry our his depraved agenda. All that would have been impossible without Hashem's Ratzon. However, if Hashgacha originally provided for a certain measure of safety for the Jews, yes, that could have been overridden by a Baal Bechirah, such that it would require an uncommon amount of Divine intervention to maintain.
