It's a big violation of Tznius. Triying to dress "tzniusdig" in a pool doesn't really work, of course, but even without that, men and women involved in playful activities together is a major breach of Tznius. The קלות ראש alone is enough to forbid it.

There's the opportunity for kalus rosh, histaklus and kiruv hadaas in health clubs too, besides,as was mentioned, the attempt to dress tzniusdig in such a situation will invariably fail. It is prohibited for a person to put himself in a situation where the potential and temptation for those kinds of Aveiros is enhanced. This is included.

Is it halachically permissible for a grandfather and granddaughter to swim together? (I suppose I should backtrack and ask the same of a father and a daughter, but I have reason - good reason - to think that that is permissible.) What about from a hashkafic perspective?

See here. Same applies to your case.
