תשובה תפילה וצדקה מעבירין את רוע הגזירה
.
But it won't matter even if they do rescind the law. The Bochurim won't go to the army anyway. The most that will happen is they will not give government grants for those Bochurim.
And that may itself be the result of our Tefilos. The Toras Chaim in Bava Kama (55a) says that מעבירין את רוע הגזירה doesn't mean the Gezeira goes away. If so, it would have said מעבירין את הגזירה. Rather, it means that the "badness" of the Gezeira goes away, and the Gezeira itself turns out to be beneficial.
If the result of rescinding the Tal Law is that the Yeshivos stop being dependent on government stipends, it will sever the government's influence on the Yeshivos, which would be a great Bracha.

So wouldn't it be a great idea to the Yeshivos to voluntarily decline Israeli government funding, even if it is legally available? The most that will happen is they will not give government grants for those Bochurim.
