Cholim, women, and Ketanim that are of Chinuch age that are eating on Tisha B'Av should make Havdalah, preferably on beer but if not, on wine. They should just make Shehakol (or Borei Pri Hagafen) and the Bracha of Hamavdil.if someone will have to eat on T"B (child, choleh...) when / if would they make havdala? on wine?

Answer: There is more leniency this year because it is a Nidcheh, and there is more leniency for Sefardim than Ahskenazim.
