Start with God - the first step in learning is bowing down to God; only fools thumb their noses at such wisdom and learning.

All else being equal, yes.

But that's only all else being equal. There are other - some more important - considerations as well. Such as the quality of the Davening, the quality of the people, the quality of the learning, the amount of inspiration you get wherever for whatever reasons, and also schar halichah, Zerizim makdimim, and much much more etc.
