Rabbi Miller says that the pshat in yorda sina l'olam means sinah from Hashem towards the umos haolam for rejecting the torah...& that those who say it means sinah from the umos towards the yidden is a mistaken pshat. but I see that Rav Shapiro quotes the Rambam as saying exactly that pshat...where can i find that Rambam?

It's in Igeres Taimon, but he doesn't say that is Pshat in the Gemora; just that the reason the Umos hate us is because they are jealous of the Torah.
אגרות הרמב"ם - אגרת תימןדעו שזאת היא תורת ה' האמתית שנתנה לנו ע"י אדון כל הנביאים הראשונים והאחרונים. שבתורה הזאת הבדילנו הבורא משאר בני העולם שנאמר (דברים יו"ד ט"ו) רק באבותיך חשק ה' לאהבה אותם ויבחר בזרעם אחריהם בכם מכל העמים כיום הזה. ואין זה לפי שהיינו ראויים לכך אלא בחסדו של בורא וטובו שהתחסד אלינו והטיב לנו בשביל שקדמו לאבותנו מעשים טובים בידיעת הבורא ובעבודתו. שנאמר (דברים ז' ז') לא מרובכם מכל העמים חשק ה' בכך וגומר. ומפני שיחד אותנו הבורא במצותיו ובחוקותיו והתבארה מעלתנו על זולתנו בכללותיו ובמשפטיו, שנאמר (דברים ד' ח') ומי גוי גדול אשר לו חקים ומשפטים צדיקים וגומר, קנאונו העכו"ם כלם על דתנו קנאה גדולה, וילחצו מלכיהם בשבילה לערער עלינו שטנה ואיבה, ורצונם להלחם בה' ולעשות מריבה עמו ואלהים הוא ומי ירב לו. ואין לך זמן מאז שנתנה לנו תורה עד זמננו זה שכל מלך עכו"ם גובר או מכריח או מתגבר או אנס שאין תחלת כוונתו ודעתו לסתור תורתנו ולהפך דתנו באונס בנצחון ובחרב. כמו עמלק וסיסרא וסנחריב ונבוכדנצר וטיטוס ואדריונוסהרבה כיוצא בהן. זהו הנוע האחד משני הנועים שהתכוונו בו לנצח החפץ האלהי. א
As far as the Gemora itself, the Rabbeinu Bechaye (Vayikra 20:26) says that is the Pshat.
רבנו בחיי על ויקרא פרק כ פסוק כו
ואבדיל אתכם מן העמים להיות לי. חכמת התורה חייבה לנו להיותנו מובדלין במאכלנו ובמשתנו ובמלבושנו, ומתוך שאנו מסוגלין במצוות התורה הם מקנאים בנו ומתוך קנאתם ישנאו אותנו, וכענין שדרשו חז"ל (שבת פט.) הר חורב שמו ולמה נקרא שמו סיני שמשם יצאה שנאה לעובדי גלולים

Rav Miller uses his pshat (rashi's pshat?) to explain why our attitude & relationship to nochrim changed after matan torah...& that's why, for example, as opposed to Avraham Avinu who went out of his way in extreme fashion for his orchim & for the anshei sdom we wouldn't do such a thing today because of the animosity Hashem now has for the nochrim who rejected His Torah...
